It is a tuftsin analogue, meaning its first four residues reproduce a natural immune peptide, with a Pro-Gly-Pro tail added to resist enzymatic breakdown. Russia registers it as an anxiolytic. No Western regulator has approved it for anything.

That absence maps directly onto the only thing FDA has put on record about this compound. The agency states that compounded drugs containing selank acetate "may pose risk for immunogenicity for certain routes of administration due to the potential for aggregation and peptide-related impurities", and that it "lacks important information regarding any safety issues raised by selank acetate administered to humans" [2]. Immunogenicity is the immune system responding to the material; aggregation and peptide-related impurities are the manufacturing causes FDA names. Purity testing constrains the impurity side. Endotoxin testing, which is not on that February certificate, is what addresses pyrogen load, and it is a wholly separate assay.
